The two-layer reality

Federal first. Tips are deducted on the new Schedule 1-A, no itemizing needed, phasing out above $150,000 single or $300,000 married. A single New York server earning $60,000 with $15,000 in tips saves about $1,800 a year federally.

Then the state return. New York starts from federal AGI, the deduction sits below that line, so the state never sees it. That server still pays about $810 a year in New York State tax on those tips. New York City residents pay city income tax on the tips too, which pushes the total state and local bite over $1,200 for many workers. The federal win is real, but in NYC roughly two thirds of it gets offset by what the state and city keep taking.
